August 23rd was designated European Day of Remembrance for Victims of Stalinism and Nazism back in 2008/2009.It is known as Black Ribbon Day and was chosen because it coincides with the signing of the Molotov–Ribbentrop Pact in 1939, a non-aggression pact between Germany and the Soviet Union.
